On July 16, 2026, the Minister of Territorial Administration announced the withdrawal of the receipt and the ban throughout the national territory of the association « United Nations of Human Rights/General Intervention Police », accused of usurping titles and symbols close to UN institutions and Cameroonian security forces.
In a press release dated July 16, 2026, the Minister of Territorial Administration (MINAT) informed the public of the existence of an organization carrying out illegal activities throughout the national territory.
The association in question, called « United Nations of Human Rights/General Intervention Police, » is allegedly led by one Mehoune Nkono Honoré, who presents himself under the titles of « Deputy High Commissioner General, General Officer of Human Rights, Ambassador for Peace, Grand Master of the Shadows.
« A confusion deliberately maintained with legitimate institutionsThe Ministry emphasizes that the name, acronyms, visual identity, and ranks and titles used by the leaders of this organization bear a strong resemblance to those of Cameroon’s international partners or recognized national institutions.
Even more concerning, its members reportedly wear uniforms and insignia very similar to those of the Defense and Security Forces and the United Nations system, a practice likely to sow confusion among the public.From a human rights perspective, this usurpation poses a dual risk: it can deceive vulnerable citizens seeking protection or recourse in human rights matters, while simultaneously undermining the credibility of genuine national and international human rights mechanisms.
Furthermore, the wearing of insignia similar to those of security forces raises public safety concerns, in a context where the usurpation of sovereign functions can facilitate abuses against uninformed populations.
The measures taken by the governmentThe Ministry reiterates that, according to Article 9 of Law No. 90-53 of December 19, 1990, concerning freedom of association, associations are free to govern themselves in strict compliance with their statutes and applicable legislation. Given the seriousness of the observed violations, two measures have been announced: the withdrawal of the declaration receipt No. 081/DA/JO5/BAPP/98, issued by the Prefect of the Mefou and Afamba Department; and the prohibition of the association’s activities throughout the national territory.
The administrative authorities—regional governors, prefects, and sub-prefects—have been instructed to ensure the immediate cessation of this organization’s activities within their respective jurisdictions.
The Minister also asked the prefects to increase their vigilance in issuing registration receipts for associations, systematically rejecting applications whose names are similar to those of recognized national or international institutions.
